Pension Counsel

Brad Goodsell joined the legal staff of the Dallas Police & Fire Pension System (DPFP) in November 2007.  Prior to joining DPFP he served for ten (10) years as lead counsel to the Public Employee Retirement System of Idaho (PERSI).  As lead counsel to PERSI, Mr. Goodsell coordinated legal services for a 12 billion dollar fund with more than 120,000 members.  In addition to publicly traded securities, the broadly diversified PERSI portfolio also invested increasingly in private equity and real estate.

Among his significant accomplishments at PERSI, Mr. Goodsell helped design and establish a statewide supplemental 401(k) plan for voluntary contributions by members, and a procedure for segregating defined benefit accounts at the time of divorce.  He is the author of Division of PERSI Benefits Simplified, The Advocate, Vol. 41, No. 7 (the official monthly publication of the Idaho State Bar), and was frequently consulted on pension, retirement and fiduciary issues in Idaho.  Mr. Goodsell is an active member of the National Association of Public Pension Attorneys (NAPPA) where he currently serves as co-chair of the Benefits Section.  He has been a speaker at national conferences sponsored by NAPPA and by the National Council on Teacher Retirement (NCTR).

Prior to his service as lead counsel for PERSI, Mr. Goodsell served as lead counsel for the Idaho State Medicaid agency, and as a Deputy Prosecuting Attorney.  He received his J.D. degree from the University of Idaho in 1985.
