DROP to 401(k) Transfers for Active Members – No Longer Allowed

At the September 8, 2016 Board of Trustees meeting, pursuant to the authority granted under Section 9.01(i) of the Combined Pension Plan (the “Plan”), the Board amended Section 6.14(d) of the Plan to remove the provision allowing for Members still in Active Service to transfer amounts from the Member’s DROP account to the City of Dallas’ defined contribution plan. This action was taken to ensure that the Plan remains qualified under the Internal Revenue Code and is effective immediately.

Important Message about the COLA Rumor!

Rumor Control: It was just brought to my attention that some members of the Police Department are hearing that they must retire prior to January 1, 2017 to protect their COLA. This is incorrect. The truth is that the COLA will be applied to everyone the same way, regardless of their retirement date. There is no difference in the treatment before or after the vote or before or after January 1, 2017. If the Plan amendment passes, the 4% simple COLA will no longer apply for anyone. Please see our informational video or PowerPoint presentation which can be found here for explanation and examples of how the COLA will be applied if the Plan amendment passes. Please continue to reach out with questions and we will do our best to answer them in a clear and concise manner. Election Ballots Have Been Mailed – Watch for Your Ballot!

Ballots were mailed to all members on November 10th and will be emailed to those registered for eCorrespondence on November 14th. If you do not receive your ballot in the mail by November 16th, please contact Election America (our election vendor) at Help+DPFPS@election-america.com or (866) 384-9978. DPFP POLICE PENSIONER TRUSTEE VACANCY

Police Pensioner Trustee John Mays has resigned from the Dallas Police and Fire Pension Board. The Plan requires the Board appoint a police retiree to the open position to serve the remaining term. This term ends May 31, 2017. The Board is seeking interest in the position from current police retirees prior to making an appointment, which is anticipated to occur at the November 10th Board meeting. To express interest in serving on the Board for the remainder of this term, please provide a statement expressing your interest, describing your qualifications and including your contact information. The statement must be received by the close of business on October 31, 2016. Email is preferred to Lindar@dpfp.org or you may mail the information to Dallas Police and Fire Pension, attention Linda Rickley, 4100 Harry Hines Blvd., Suite 100, Dallas, TX 75219. At the August 11, 2016 Board meeting, the Long-Term Financial Stability Sub-Committee and DPFP's actuary presented to the full Board recommendations for plan amendments. Recommendations for changes have not yet been approved by the Board and further discussion will take place at a special Board meeting on August 18. For a summary of recommendations and projected impact, see the Actuary's presentation here. In addition, the Sub-Committee's presentation can be found here.

The Board of Trustees has called for a Special Meeting of the Board on Monday, 9/26 at 2pm to consider possible changes to DROP policies. (June 18,2015) The City has advised us that Members in Active DROP are receiving two paychecks for the pay period ending June 16, 2015. The second check is your refund of pension contributions due to the provisions of the 2014 Plan Amendment election.

Update on Plan Amendment Litigation; Hearing set for June 12

(June 3, 2015, Updated June 11, 2015) The Plaintiffs in the case filed a verified motion to reopen evidence, motion for a new trial and motion for reconsideration. A hearing on these motions is set for June 12 at 10:15 a.m.

The court had previously signed a judgment declaring that the DROP Plan amendments and withdrawal provisions contained in the 2014 Plan amendment do not violate Article 16, Section 66 of the Texas Constitution.
