TOP CURRENT ISSUES: DROP Policy Changes
  • The Board has scheduled a Special Meeting for Monday, February 27th at 6:30pm. The only item on the agenda is the Rawlings lawsuit and the discussion is expected to be held virtually all in closed session. There will be no opportunity for member comments at this meeting. There will be opportunity for member comments at the next regularly scheduled Board meeting on March 9th.
  • As a reminder, the 2017 Trustee election is scheduled to begin March 24. For members interested in running for one of the open positions, Trustee application packets are available at the DPFP office, must be picked up in person, and are due 2/28 at 4pm. The following positions are open:

    Police Trustee Place P-1 (currently held by Ken Haben)
    Fire Trustee Place F-1 (currently held by Sam Friar)
    Fire Pensioner Trustee Place 1 (currently held by Jerry Brown)
    Police Pensioner Trustee Place 1 (currently held by Ken Sprecher)

  • 2017 Trustee Election Schedule

  • On 2/8, DPFP received notice of a lawsuit filed by the four City Council members who serve as DPFP Trustees, against the eight service Trustees of the Board. A statement from DPFP can be found HERE. The filing can be found HERE and will be discussed in our 2/9 Board meeting.
  • At its Board meeting on January 12, 2017, the DPFP Board of Trustees called for the 2017 Trustee Election to be held March 24 - April 7. The election notice can be found HERE.
  • On 1/12/17, the Board adopted an amendment to the DROP Policy to allow for DROP distributions, anticipated to begin in March 2017, as well as the payment of monthly installments for the months of January and February and a pro-rata distribution of $6.6 million to members with outstanding DROP lump sum requests. January and February installments will be paid to members who had installments on file as of 11/30 and will be paid with the monthly benefit payments for those months. The pro-rata distribution to members with outstanding DROP lump sum requests will be paid on or around February 17.
  • A statement regarding the 1/12 board action can be seen HERE. A summary of the DROP Policy amendment can be seen HERE and the DROP Policy Addendum can be found HERE.
  • A written communication was mailed to all members with a DROP account on 1/23 discussing these changes. In this mailing, Retirees with a DROP account have been provided with a DROP Distribution Election form in which the election for the minimum annual distribution and/or the potential pro-rata distributions are included. The form is also available on our website HERE. Forms will be due by 2/28 to be eligible for distributions beginning 3/31.
  • The Required Minimum Distributions for 2017 (which are separate from the minimum annual distribution discussed above) will be paid on January 27. Federal income taxes will be withheld at a rate of 10% in accordance with IRS regulations.

$6.6 Million Pro-Rata DROP Distribution to be Paid 2/17/17

On 1/12/17, the Board approved a $6.6 million distribution to members with requests for DROP lump-sum withdrawals which had been received and not processed as of the time of the Board’s motion on January 12. The $6.6 million distribution will be made on 2/17/17, with payment amounts determined on a pro-rata basis, based on the amount of the outstanding request, with each member receiving approximately 3.6% of their originally requested amount.

Federal Income Tax Withholding – Annual Reminder

For 2017, the amount of federal tax being withheld from your monthly benefit payments (if any) may change because the withholding tables have changed. If your payments are less than $1,720 a month, we will not withhold income tax from those payments unless you specifically request withholding, or have already done so. Until you file a new election with us, your prior choice as to whether to have withholding, and on what basis will remain in effect. You may change your election using a Form W-4P and sending to the DPFP office. There is no need to complete the form unless you wish to change the election you have already made. If you make a change, it will be put into effect for the next month end payment, provided we receive the form by the 15th of the month.

Scheduled DROP Distribution Election Form Meetings

The Pension System has scheduled several DROP Distribution Form meetings to answer questions you may have and assist in the completion of the DROP Distribution Election Forms. Meetings will be held at the DPFP office – 4100 Harry Hines, 2nd floor.

February 21, 22, 23 and 27, 28 (10:00am & 2:00pm each day).

Mailing of Form 1099s and Annual Statements

Form 1099s will be mailed to retirees and beneficiaries by January 27, 2017.

Annual Benefit Statements and DROP Statements will be mailed to all active members and retirees with a DROP account on January 23, 2017.

Any members on eCorrespondence will receive these communications electronically.

2017 RMDs Paid 1/27/17

The Required Minimum Distributions for 2017 were paid on January 27. Federal income taxes have been withheld at a rate of 10% in accordance with IRS regulations. Please watch for your direct deposit advice and letter related to this distribution in the mail if you are subject to an RMD.
